RePower LA is pushing to expand IBEW Local 18’s Utility Pre-Craft Trainee (UPCT) program to serve even more applicants and help trainees more easily obtain jobs at LADWP. Although the UPCT program is popular and incredibly effective,the waitlist to get into the program is years long, and only two classes of UPCTs go through training every year. When UPCTs exit the program and apply for permanent DWP jobs, though they are specially trained for DWP craft positions, they aren’t given priority in the civil service hiring process.
We are working alongside our union partner to reform the hiring process at LADWP so that UPCTs get acknowledgment for the work they did with the union’s training program while they are being considered for jobs at LADWP. This is something that will also benefit our utility, which is faced with a rapidly retiring workforce and needs to speed up training and hiring in order to fill those positions.
Future priorities will include:
- Support for sustainable programs
- Jobs report on hiring barriers
- Focus on hiring formerly incarcerated individuals
- Gender inequity
