In 2016, RePower LA successfully advocated for LADWP to adopt the Equity Metrics Data Initiative (EMDI), a transparency initiative that shows Angelenos how well the DWP is serving customers across the city through various programs.
By tracking how resources are being distributed, the EMDI has shone a light on LADWP’s historic disinvestment in low-income communities like Boyle Heights, Pacoima, South LA, Watts, and Wilmington. To look at the EMDI map is to come face to face with the scope of inequality in Los Angeles. The EMDI has been an innovative, data driven tool that has helped ratepayers and our coalition pinpoint which additional resources, policies, and programs to guide our organizing.
